Issuing PIC numbers

I am trying to issues a PIC for severel of my users and when they imput them it says "PIC is blocked" and won't let them save the PIC. It has only happend to three useres, all the others were abel to set it up just fine.

When issuing a PIC to new users and entering the PIC number manually the system will verify that the PIC was not already used or that the PIC is not a "weak" number for example "123456". We advise that in the cases where the system warns that the PIC is blocked that another PIC is chosen until it is accepted.

Alternatively a better more secure method of PIC issue is to let the system issue PICs automatically for new users.
